IV.     “Republic of China Armed Forces 2019 Han Kuang No. 35 Exercise Planning” Information:

1. Preface

“Han Kuang Exercise” is the most important annual combat readiness drill of the Armed Forces, with a purpose of implementing “Overall Defensive Conception” to specifically elevate the combat capability of the Armed Forces. The annual “Han Kuang No. 35” exercise is expected to be conducted in April and May, and will be implemented in two phases of “Computer-aided Command Post Drill” and “Actual Troop Drill”. The planning and drill features of each phase are explained as follows:

2. Drill Planning

(1) Computer-aided Command Post Drill:

The computer-aided command post drill will be implemented from April 22nd to 26th, where the attacking force will simulate a landing combat operation, and the defensive force will adhere to the overall defensive conception of “Combat Capability Protection, Coastal Victory, and Beach Strand Enemy Annihilation” to implement 24 hours of computer-aided command post drill continuously in order to strengthen the capability of command decision-making and staff operation for commanders of each level.

(2) Actual Troop Drill

The actual troop drill will be implemented from May 27th to 31st, where a joint offensive and defensive confrontation drill will be executed at the sea areas, airspaces, as well as the defensive combat areas on the main and offshore islands with the Armed Forces adopting the actual troop confrontation mode, and the defensive force adhering to the overall defensive conception along with the integration of the national forces to ensure that the officers and soldiers really understand the combat missions, be familiar with the combat environment, and implement combat planning drills.

3. Drill Features

(1) Implement Combat Capability Protection:

Each type of force from the Armed Forces will prioritize the drill of “Combat Capability Protection” as the focus and combine civil resources to execute air forces combat readiness transition, combat readiness runway take-off, air defense forces airport protection, marine forces mobile dispatch, as well as ground forces evacuation and masking drill at tactical locations, and refine the protection capability of “hidden, masking, camouflage, deception, mobility” of each force.

(2) Strengthen the Combat Capability of Coastal Victory:

In order to elevate the effectiveness of joint combat between the Navy and Air Force, Navy and Air Force joint command and management are integrated with professional forces including air defense, anti-ship missile, and electronic warfare at the Eastern region to proceed with the joint combat drills between multiple services and implement training topics including joint anti-submarine, mine laying operation, application of brisk force joint combat, and joint air defense without military control in order to refine the adjustment of defensive combat.

(3) Integration of Beach Strand Enemy Annihilation Energy:

Adhering to the defensive combat conception and actual defensive combat scenes, each combat zone will integrate troops including ground artillery, various missiles, CM11 battle tanks, Army Aviation and Special Forces Command combat helicopters, unmanned aerial vehicles, various Navy capital ships, missile boats, and Air Force fighter aircrafts to execute joint anti-landing operation with live ammunition; confrontation drills will be implemented at the north and south testing centers for the training of joint command and control between services, capability of intelligence, surveillance, and reconnaissance, and the coordination mechanism of joint firepower to concretely elevate the joint combat effectiveness for the Armed Forces.

(4) Verification of Asymmetric Warfare Capability:

Asymmetric warfare is a key combat force for the Taiwan and Penghu defensive combat in the future; this drill integrates the military features on the main island and penetrates the entire schedule with asymmetric warfare topics including the verification of surveillance and reconnaissance for unmanned aerial vehicles, precise missile strikes, mine laying combat, application of sniping combat capability, cyber warfare, and electronic warfare, in order to exert the critical combat capability of “gain significantly with small effort, and fight big with small” and gradually procure as well as reinforce the combat capability rehabilitation items that match the requirements of future combats so as to construct an elite force that triumphs with “quality over quantity”.

(5) Exert National Forces:

In order to achieve the adjustment target of “Converting Civil Forces into Our Forces, and Integrating Our Forces into the Combat Capability”, this drill continues to reinforce mobilization drills on top of the existing foundation of “Han Kuang No.34” and integrates military-civilian joint exercises including “Wanan, Tongxin, Ziqiang” to comprehensively utilize civil and material resources, and adopts a “systematic” mobilization mode to incorporate personnel and equipment into the drills using the “entire plant” for the three drill topics including the planning for the expansion of airport runway renovation, beach strand isolation operation energy, and expansion of civil communication energy application.

4. Conclusion

To implement a comprehensive combat readiness for the Taiwan and Penghu defensive combat, the Armed Forces will uphold the pragmatic military style, and continues to reinforce the combat trainings of forces and refine combat planning as well as come up with countermeasures according to the development of military strength, strategy, and the changes of strategy for the enemies as well as the potential threats in order to elevate the overall defensive combat capability of the Armed Forces so as to ensure national security.
